Cayman Enterprise City (“CEC”) provides internationally focused businesses with an efficient route to establish and operate from the Cayman Islands through the jurisdiction’s statutory Special Economic Zone regime.
Businesses operating through CEC can establish a genuine physical presence in a tax-neutral and well-regulated jurisdiction, with 100% foreign ownership permitted, streamlined licensing and immigration processes, serviced workspace and access to a growing community of entrepreneurs, investors and industry specialists.
CEC accommodates businesses operating across a broad range of sectors, including technology, science and innovation, digital media and marketing, commodities and derivatives trading, virtual assets, maritime and aviation. CEC indicates that qualifying businesses can generally complete its establishment and onboarding process within four to six weeks, subject to the application and supporting documentation being complete.
We advise entrepreneurs, founders, growth-stage companies, established international businesses and investors seeking to establish a Cayman Islands presence through CEC. Our role extends beyond company formation and licensing. We advise on how the proposed business should be structured and operated from Cayman, its regulatory and economic substance position, the relocation of its principals and key personnel, and their wider long-term immigration and residence objectives.

How we help
- Strategic structuring and regulatory analysis: We assess the proposed activities, ownership arrangements and operating model to determine the appropriate Cayman structure and map the applicable regulatory perimeter. This may include advice on economic substance, beneficial ownership, data protection, intellectual property, virtual assets and any sector-specific licensing or registration requirements.
- Entity formation and implementation: We establish the appropriate Special Economic Zone entity, prepare its constitutional documentation and coordinate with the chosen corporate services provider to ensure that the structure supports the business’s governance, investment, fundraising and operational requirements.
- CEC onboarding and licensing: We work alongside CEC to confirm eligibility and coordinate the legal aspects of the establishment and onboarding process. We prepare and submit the application for the Zone Trade Certificate and advise on the proposed activities, structure, regulatory classifications and any additional approvals required.
- Immigration, relocation and long-term residence planning: We work with CEC on applications for Zone Employment Certificates for founders, executives and key personnel and advise on accompanying dependants and wider relocation requirements. We also advise principals and their families on their longer-term immigration objectives, including potential pathways to permanent residence and, where the relevant statutory requirements are ultimately satisfied, Cayman Islands and British citizenship.
- Employment and operational support: We prepare employment agreements and related documentation and advise on Cayman employment, health insurance and pensions requirements. We also help clients establish appropriate local governance, staffing, premises and operational arrangements having regard to their regulatory and economic substance obligations.
- Ongoing legal and regulatory partnership: Following establishment, we continue to advise on regulatory compliance, economic substance, corporate governance, commercial contracts, intellectual property, fundraising and financing, employment matters and changes to the business’s ownership or operating model. We provide joined-up advice to the business and its principals as their Cayman presence, personal circumstances and long-term plans evolve.
If you are considering establishing, relocating or expanding a business in the Cayman Islands, our team can assess the proposed activities and regulatory position, advise whether CEC is an appropriate route, and coordinate the legal, immigration and practical requirements of establishing and maintaining a substantive Cayman presence.
